Push for Deposit Scheme on Vapes at City Hall

After a series of fires due to misuse of vapes, the Lib Dems at City Hall are pushing for the introduction of a £5 deposit.

The motion passed at City Hall on June 30th 2026 was proposed by leader of the Lib Dems in Norwich, Cllr James Wright.

The motion, if implemented by the administration, would charge vape users £5 per reusable vape they buy, refunded when they hand it back into a shop for their next purchase. The idea being to incentivise vapes being disposed of responsibly, rather than thrown away. Norfolk has experienced a series of fires at recycling centres recently caused by improperly disposed vapes.

“A five pound deposit would be a small change with a big impact, as it protects workers, cuts fires, and stops local taxpayers having to foot bills. Only people who currently treat their vapes as disposable will lose out.”
