Neglected Areas: Feedback Needed

We were contacted recently about a communal washing and patio area which had been left to grow weeds, moss, and mould, all while generally falling into disrepair. In previous years, council workers would come semi-regularly to clear the area, and keep up its maintenance, but more recently, this work had not been carried out.
Our investigation eventually showed that it was indeed the city council’s responsibility to maintain the area, and after being poked and reminded enough, workers did eventually show up to complete the work. Since then, we’ve been wondering how many other areas, particularly on land associated with council tenancies or council-owned land, is poorly maintained and/or has been subject to unclear maintenance schedules. Is it possible some land that city hall is responsible for has been left to deliberately deteriorate, perhaps for budgetary reasons? If so, we believe that residents have a right to know, at the very least so they can consider putting alternative measures in place.
